Binuking ni dating Health Secretary Francisco Duque III na si dating Pangulong Rodrigo Duterte ang may utos na ilipat ang kontrobersyal na P47.6-B pondo ng Department of Health sa Procurement Service ng Department of Budget and Management (PS-DBM).

“Ito ay in-authorize ni former Pres. Duterte, tama?” tanong ni ACT Teachers Party List Representative France Castro kay Duque sa pagdinig ng House Committee on Appropriations hinggil sa budget performance ng DOH at ng Philippine Health Insurance Corporation.

Sagot ni Duque: “Oho (Yes), in his public pronouncements. The transfer was done because of the public health emergency, which he declared sometime in March.”

Ayon kay Duque, pinahintulutan ng fund transfer ang PS-DBM na direktang makipag-ugnayan sa mga lokal at dayuhang supplier upang makuha ang kinakailangang kagamitan para sa mga pangangailangan ng mga health facilities at frontliners noong pandemya.

“Given the severity of the public health emergency, we at the IATF and the NTF, deemed it best to rely on the expertise of the PS-DBM and its network of suppliers for sourcing of the much-needed PPEs, along with essential goods and services for emergency response, given that the life of our healthcare workers depended on the procurement of PPEs. In doing so, we were guided by the authority of the PS-DBM, granted by the various laws and regulations,” aniya.

Sa kasalukuyan, nahaharap si Duque at ilang opisyal ng PS-DBM sa kasong graft dahil sa umano’y kwestiyonableng paglilipat ng napakalaking pondo.
